Topic:The expansion of the UN Security Council and the role the inclusion of non-governmental organizations (NGOs) could have on UN debates and decisions The presentation will examine the various pressures for reforming the UN, with a particular focus on demands by other states to expand the membership of the Security Council. We will review developments that have occurred on the UN reform front in the last year, and discuss the serious remaining political obstacles. As an alternative to increasing the number of states with votes on the Security Council (or other UN bodies), we will consider institutionalizing the trend toward allowing non-governmental organizations to participate more fully in UN debates and decisions. Allowing participation for non-governmental actors can serve to check the extent to which the existing UN voting rules exclude the perspectives of many global interests from UN decision-making. It is also a reform that is more likely to gain the support of the necessary states. Speakers:Dr. Michael J. Struett, NCSU Political Science Dept. Background:Dr. Struett completed his doctoral dissertation on the ICC at the University of California, Irvine in 2005. Much of his work and research focuses on the impact of non-governmental organizations in world politics. He has recent articles published in the Peace Review and Chapman Law Review. He has been a presenter at conferences of the International Studies Association, the International Society of Political Psychology and the Institute of Public International Law, Utrecht, Netherlands. Dr. Struett has received honors from the Center for the Study of Democracy's William Podlich Fellowship, Institute for Global Conflict and Cooperation Fellowship and UC Irvine Regent's Dissertation Award. He was a visiting lecturer in political science at Whittier College. Dr. Michael Struett is fluent in Spanish and has written about Pinochet and the impact of international human rights norms on politics in Chile.
